Following a groundbreaking ceremony for a new healthcare facility in Ho Chi Minh City’s Binh Tan District, the land remains untouched after more than a year.
The 37.5 ha Binh Tan Hi-Tech Healthcare Park was to begin construction in 2008 after receiving approval from the city’s People’s Committee. The administration approved the Hoa Lam-Shangri-La Healthcare Limited Liability Company, a 30: 70 joint venture between Hoa Lam Services Co., Ltd. (Vietnam) and Shangri-La Healthcare Investment Pte. Ltd. (Singapore), to undertake the development.
Sai Gon Giai Phong (SGGP) newspaper tried to contact project developer Hoa Lam-Shangri-La Healthcare Limited Liability Company, but found the project leader had provided a false address and phone number.
According to the business license granted by the People’s Committee, the address of Hoa Lam-Shangri-La Healthcare Company is 90, Cao Thang Street, District 3. However, the address instead turns into a branch of Vietbank.
A bank guard said that Hoa Lam-Shangri-La moved some months ago but he was not sure where.
SGGP reporters discovered an address and telephone number listed for the company nearby and attempted to phone them. When the call failed to connect, reporters visited the site listed at 9-11 Ton Duc Thang Street, District 1, but found only a vacant dirty office in poor condition.
An office cleaner said a “secret” company had rented the office but had then moved out of the city.
Speaking to SGGP, Deputy Chairman of the District People’s Committee Can Van Phan said the local government was not in charge of the project.
Mr. Phan said his district was assigned to assist the developer only if it encountered difficulties with the project. He said the district has not received any recent documents related to the project or the “secret” company, other than a letter September 30 asking the district to clean the area leading up to the park.
In a dispatch, the city People’s Committee ordered the Department of Planning and Investment to complete an inspection of the area. The department has been instructed to send a report on its findings to the Committee in the next five days.

The park, located at 532A Kinh Duong Vuong Street in Binh Tri Dong Ward, Binh Tan District was meant to be developed over nine years in five phases from 2008-2018.
In the first phase from 2008-2010, a 250-bed fully-serviced general hospital with advanced technology meeting regional standards, a training center, apartment blocks, nursery and primary school was to be built.
