Key to unlock resettlement crisis appears

Hanoi’s sluggish resettlement development progress is expected to soon make a breakthrough. Hanoi People’s Committee vice chairman Vu Hong Khanh has signed off on Decision 108/2009/QD-UBND regarding land compensation and support of resettlement within the city in line with government Decree 69/2009/ND-CP, which both took effect from October.

The decision is perceived to favour people whose land has been taken, as it opts for maximum compensation rates allowed by the government’s decree. For example, agricultural land within a habituated piece of land will be compensated by regular agricultural land prices, plus 70 per cent of the habituated land’s value.

According to the decision, the size of each household’s resettlement house will not be smaller than their retrieved accommodation. A new feature is if at the time land is taken, the assigned price is not in line with market prices, the local authority can report back to the city authority to consider adjusting it.

The changes are expected to create a breakthrough in Hanoi’s land clearance and resettlement programme, which has become sluggish amid the city’s expansion. “In 2009, Hanoi needs to build some 5, 000 resettlement houses, but it is likely that only 3, 000 of them will be put into use, ” said deputy director of Hanoi’s Department of Construction (HDoC) Nguyen Quoc Tuan.

According to an HDoC report, some projects in Hanoi have been allocated with resettlement houses since 2008, but have not been put into use. For instance, the Corridor 1 project was allocated with 804 houses, but none have been put in use. The Corridor 2 project was allocated with 1, 220 houses but only 900 have been put into use.

The HDoC has requested city authorities replace project developers who do not meet their resettlement commitments. The agency is designing large-scale, 50 hectare resettlement areas, with strong technical and social infrastructure. Hanoi’s Department of Zoning and Architecture wants Tu Liem district’s Thuong Cat, Hoai Duc district’s La Phu and Thanh Tri district’s Thanh Liet to be the initial sites.

Dong Anh and Gia Lam districts are also earmarked as possible sites. Tuan said this year Hanoi would have to temporarily balance the total resettlement facility fund among projects, especially major ones and those to celebrate the city’s 1000th birthday next year. From 2010 onwards, the demand for resettlement was forecasted to surge as Hanoi expanded, said Tuan.

Inner suburbs alone will need at least 13, 000 resettlement apartments in high-rising buildings. “That is why large resettlement areas will be needed and require sufficient planning and accurate assessment by project developers and related authorities, ” said Tuan.
